New Orthodoxy Approach
theoretische Erklärung für die Unmöglichkeit der zeitlichen Lastenverschiebung durch die öffentliche Verschuldung ( Last der Staatsverschuldung), vertreten von Ricardo, später von Pigou, Shoup und Lerner. Jede öffentliche Kreditaufnahme erfolgt aus dem derzeitigen  Nationaleinkommen, hat Crowding-out-Effekte (Crowding-out) zur Folge, und damit muss allein die heutige Generation eine geringere private Investitions- oder Konsumnachfrage hinnehmen. Eine generative Lastverschiebung ist unmöglich.
